As you can see, apparently an official approaches the auditor and starts asking “I’m just curious about what you’re filming” and things like “you’re not allowed to display my license plate” later on, after harassing the photographer he insists that he “is just curious” also that “works there and wants to know what’s going on here; who are you with and what are you doing?” — followed by “that’s a fair question.”
